PERSON OF THE YEAR:
Congresswoman Kelly was one of the first Members of Congress
to
co-sponsor HR 3408, the Civil Rights & Employee Investigation
Clarification Act that was to eventually reintroduced as HR 1543.
Its provisions to rectify the consequences of the infamous "Vail" letter
were passed as a part of the HR 2622 in the House FCRA Reauthorization
Act of 2003. President Bush signed the bill in
December 2003 and it will go into effect on March
31, 2004.
Rep. Kelly has been a supporter of our legislative efforts through the
years. She is well deserving of this honor.
